Grant-specific fields

A grant record showing Type: Forecast works the same way a Forecast opportunity does elsewhere in SamSearch — it’s grants.gov’s own advance notice, not yet open for applications. Once grants.gov publishes the real opportunity, it becomes a Synopsis record.
